Most randomizers throw effects at the wall. Gauss / Chaos applies signal flow theory. What sounds like chaos follows rules you'd use yourself — you just wouldn't have thought of that combination.
Each transmutation draws from the full pool, subject to tier rules and adjacency constraints.
